АСИ (Агентство стратегических инициатив) кроме того планирует подписать рамочные соглашения о сотрудничестве с крупнейшими российскими банками и зарубежными, функционирующими на территории нашей страны. Этой информацией с “Известиями” поделился Аветисян Артем Давидович (Artem Avetisyan), являющийся директором направления АСИ – “Новый бизнес”.
В первую очередь в агентстве рассчитывают на первую “десятку” банков, но готовят подобные предложения минимум 50 организациям. Как сообщил Артем Аветисян, первые соглашения будут подписаны в середине ноября, а полностью завершить работу в этом направлении намечается до конца этого года.
– От банков ничего не требуется, кроме принципиального согласия на сотрудничество, – объясняет руководитель “Нового бизнеса”.
– Рамочное соглашение не означает безусловную выдачу кредитных средств на поддержание всех наших проектов. Но мы хотели бы, чтобы от каждого банка был назначен ответственный за взаимосвязь с нами. Это гарантия 70-80% успеха нашей работы.
На сегодняшний день Агентство стратегических инициатив имеет договоренности только с ВЭБ, который уже создал подразделение, специализирующееся на работе с нашим агентством. Госкорпорация предоставляет специалистов по технологической и маркетинговой экспертизы, необходимой для оценки претендующих на поддержку проектов. Также Внешэкономбанк предоставил агентству на собственное развитие 100 млн. рублей. Кроме того, сотрудничество госкорпорации и АСИ подразумевает выдачу кредитных средств под некоторые бизнес-проекты одобренные на всех уровнях – экспертами, менеджментом и наблюдательным советом Агентства стратегических инициатив. Однако, подчеркивает Артем Аветисян, поддержки Банка развития и внешнеэкономической деятельности недостаточно , чтобы осуществить все проекты. По закону Внешэкономбанк сильно ограничен в вопросах выбора отраслей для кредитования (10 отраслей). – Внешэкономбанк – это институт развития, кредитующий далеко не всех желающих, – отмечает Аветисян.
– Поэтому нам необходимо обязательно сотрудничать с большим количеством кредитных учреждений. Они располагают разными линейками продуктов, имеют разную специализацию. Обращающиеся к нам предприниматели в таком случае будут располагать возможностью выбора лучших условий на рыночных началах. По мнению директора “Нового бизнеса” Артема Аветисяна, для самих финансовых учреждений, сотрудничающих с агентством, будет выгодно работать с клиентами, пришедшими из АСИ. Ведь это является гарантией качественного бизнеса и нулевого риска невозврата займа. Однако это не означает получение бизнесменами, рекомендованными агентством, льготных условий кредитования.
АСИ не предоставляет поручительства и финансовые гарантии. Роль агентства – быть посредником. Возникает вопрос, зачем тогда вообще нужна такая структура? Артем Давидович отмечает, что часто предприниматели сталкиваются с проблемами в процессе коммуникации с банковскими учреждениями – не знают, как качественно воспроизвести финансовую модель, не в курсе всех требований банка. В такой ситуации задача специалистов агентства заключается в том, чтобы буквально доставить бизнесмена в необходимы ему банк, соответствующий специализации его бизнеса и имеющий самые удобные условия получения кредита.
